Leon Guerrero read Proclamation 2025-65 and said, in part, that Guam should “reflect on the sacrifices and strength of all those who lived through World War II.” The proclamation recites wartime dates and events cited at the ceremony, including the Dec. 8, 1941, attack and the July 21, 1944, return of U.S. forces to liberate Guam, and invokes the Organic Act of Guam as the source of gubernatorial authority to issue proclamations.
