Berkeley County opens bids for Inwood Park Phase 1; lowest proposal at $7.23 million

BERKELEY COUNTY, W.Va. — The Berkeley County Commission opened and read three bids June 26 for Phase 1 of the new Inwood Park in South Berkeley County, then asked its engineering consultants to review the proposals before recommending an award.
Bids disclosed in public reading: Warner Construction (Frederick, Md.) — $15,616,289.50; Triple Crown (Martinsburg, W.Va.) — $10,850,000; Lance Construction (Winchester, Va.) — $7,228,852.01. County staff and CEC, the project consultant, said they will analyze the proposals, clarifications, alternates and opt-outs before returning with a recommendation in the coming weeks.
A county official told the commission there is about $6,000,000 available for Phase 1. "I want the public to understand that 3,000,000 of this is ... grant money coming from either the federal government, the state government, or other sources ... 50% of this project is gonna be funded and not on the burden of our budget," the meeting chair said during the bid opening.
Commissioners and consultants emphasized the proposal documents contain many line items and alternates; staff said engineers will review the 70-plus line items and return with scoring and recommendations. No contract was awarded on June 26.
The commission also discussed financing options. The chair noted the county sold $3,000,000 in bonds to match available grant funds and said impact-fee or tax-increment financing (TIF) funds could be considered later to support the project. CEC and county staff will conduct a detailed evaluation before any award is made.
