Board acknowledges City of Douglas annexation notice for portion of Sunnyside Fire District

Cochise County received notice that the City of Douglas petitioned to annex a portion of the Sunnyside Special Fire District, county staff told the Board of Supervisors on Thursday.
Denise Ryden of the county civil deputy''s office said staff had received official documentation from Douglas and that the county''s role at this stage is to acknowledge receipt of the petition. Ryden said a larger annexation was attempted in 2022 and did not complete that process; the current petition covers a smaller area.
Board members asked whether the annexation would absorb the fire district and shift property-tax revenue from the district to the city. Staff said if the city annexed an entire fire district it would be required to reimburse the district for property and that assessor and other department reviews are underway. Ryden emphasized the county is not being asked to approve or disapprove the annexation at this point but rather was being given notice through a statutory process.
Supervisors agreed to put acknowledgment of the notice on the consent agenda and to return with more information if the annexation proceeds; staff suggested a future work session once Douglas moves further down the statutory process so the county can review impacts and reimbursement calculations.
