The board’s staff member told members that “applications, from, interested consultants are due on July 7,” and that a subcommittee of board members would score submissions and later return to the full board with a recommendation.
Board members learned the scoring group will include two named board members and staff; the process allows time for interviews if the subcommittee finds two or more finalists. The staff member said the subcommittee meeting is intended “just to talk through the process,” and that the committee members will “go off and score it, and then we’ll reconvene at a later point to, to try to form a recommendation.”
The board was told at least three firms had contacted staff and indicated plans to submit qualifications; the staff member added that questions received from firms would be collected and answered publicly on the district website about a week before the RFQ deadline.
The timetable presented aims to return a recommendation to the full board at the July 31 meeting. The staff member noted funding for the consultant has not been finalized: the plan is to identify a consultant first and then develop a scope and fee that the board would approve, which may require seeking additional appropriations from the political jurisdictions that participate in the Joint Recreation District.
Board members asked whether the full board would receive submissions for informational purposes before the July 31 meeting; staff said the subcommittee would do initial scoring and return a recommendation, but that staff could provide the full board with the submissions in advance for information. Members were reminded that interviews are limited to material already in a proposal and may not be used to supplement applications.
The board also discussed logistics: staff will push to coordinate presentations and notify political jurisdictions (including Sunbury City) about the schedule so jurisdictions can plan for any council briefings. No formal vote was recorded on the RFQ schedule itself.
The board scheduled follow-up work: the subcommittee will review submissions after July 7, and the full board will consider a recommendation at or after the July 31 meeting once a scope and fee structure are prepared.
