Council approves final plat for Bell Creek Sections 3–4; developer to post bond for unfinished infrastructure

Staunton City Council on June 26 approved the final plat for Bell Creek Sections 3 and 4, the next phase of a planned residential development originally approved in 2004. The approval completes platting for an additional 74 lots after staff review found general conformance with the prior master plan and preliminary approval.

Staff noted the original Bell Creek approval called for 128 single-family dwellings; sections 1–2 produced 52 lots and sections 3–4 will add about 74 more. The city’s review found the final plat generally conforms to the preliminary plans and master plan. The planning commission unanimously recommended approval on March 20, 2025, with conditions that the bond and deed recordings be completed; staff reported those conditions had been satisfied for council consideration.

Councilor Campbell moved approval; the motion passed on a roll-call vote with all members present voting aye. Staff said the developer must complete infrastructure or maintain an accepted bond amount before recordation and that city inspections and acceptance will follow construction.
