Principal planner Bob Short told commissioners the house and outbuilding plan separates living areas from the commercial kitchen and storage; the applicant requested a departure from the cottage‑industry guideline that limits the business to 50% or less of the combined floor area and the commission accepted staff analysis that the request is appropriate for the rural, low‑traffic location. Two neighbors who participated in outreach told staff they supported the proposal and noted concerns were addressed.
The applicant, Dan Gadwood, confirmed the business is under a 20‑year lease at the Grand Canyon and that the operation is intended to be low impact. Commissioners voted unanimously to approve CUP25019 with the conditions listed in the staff report; the commission noted the road access and EDCM standards would be enforced as part of permits and that the applicant agreed to meet required construction and health code standards for the kitchen.
