Committee approves authorization to sell Bayview stormwater parcel back to original developer

The committee voted to recommend authorizing the sale of a city‑owned stormwater retention parcel at 5401 Mason Lord Drive — on the Johns Hopkins Bayview campus — back to the original land developer.
Tom Welling of the Baltimore Development Corporation explained the parcel is a stormwater management facility constructed in the late 1980s and was conveyed to the city at that time to satisfy federal economic development requirements. He told the committee the original conveyance contemplated eventual reconveyance to the private developer once federal conditions ended.
Caroline Hecker, representing Francis Scott Key (FSK) Corporation and the developer, said the federal release occurred in the fall of the prior year and Hopkins/Bayview has historically maintained the facility and the campus. Planning recommended the sale as the parcel functionally sits within the campus and is not needed for road widening or public park purposes. The Department of Finance reported no objection and no expected financial impact; DHCD and other agencies filed favorable reports.
Council members noted neighbors’ interest in continued public access and maintenance; a representative said Hopkins had reassured the Greektown Neighborhood Association there were no planned changes to campus management or public access. The committee voted the bill favorable; the authorization will go to the full council for final approval.
