Reston Association raises CIP capitalization threshold to $25,000, directs bundling of smaller items

The Reston Association Board of Directors on June 26 voted unanimously to set a $25,000 minimum capitalization threshold for individual items in the association's Capital Improvement Program and to give staff authority to bundle items below that threshold into one or more larger budget line items.

Board members said the change reflects staff recommendations and is intended to reduce the number of small, discrete capital entries and give staff flexibility in how they group lower-cost projects. "There might be a budget item for copiers. There might be a budget item for pool furniture," Director John Farrell said during the discussion, noting his amendment that staff not be limited to a single catch-all item.

The board motion instructs staff to cap individual CIP items at a minimum of $25,000 and to bundle items below that threshold into budgetary items that reflect the total value of the grouped items. Staff confirmed the language matches the recommendation included in the meeting materials. Finance staff reminded the board that moving items from the capital to operating categories does not eliminate the expense; it merely shifts which budget category pays for it.

Board members asked for clarification that bundling would not prevent staff from grouping related small purchases into functional categories. The board adopted the motion without dissent.

The board also noted the practical effect on the pending budget suggestion list: budget suggestion No. 36 (an oversized umbrella for the Glade Pool) can be folded into a larger item and removed from the separate list of suggested items.
