At a June 2025 special-called meeting, the Northumberland County Board of Supervisors approved the Northumberland County School Division budget after staff removed funding for one finance position and the board required monthly and quarterly reporting before subsequent payments.
County Administrator Tadlock presented the school budget figures and said the division’s original total was $22,020,006 and that removal of the director of finance position tied to a recently approved memorandum of understanding reduced the amount by $163,000, bringing the proposed total to $21,857,006. He said state and federal revenue in the package totaled $7,463,252 and local funding totaled $14,393,754.
The administrator said all school draws will be paid in quarterly installments except one debt-service line item of $9,184, which he said the superintendent indicated may need the full amount at once and therefore will be paid in the first quarter. The board added language to the motion requiring monthly accounting reports and quarterly reconciliation before the next draw is made.
Supervisors and staff discussed remedies if the school division overspends a quarterly allocation. Tadlock said reconciliations will be used and that the board could reduce a later quarterly draw to offset any overspending. The board also instructed that monthly reports from the superintendent be provided to improve oversight.
Supervisor Brian expressed reservations about approving budgets that include items he did not support but said the board had to act given current circumstances. After additional clarification that the school budget adoption should preserve categorical organization within the budget, the board amended the motion to make that explicit.
A motion to adopt the school division budget as amended carried on a 5-0 vote. The board later formalized the amendment to ensure the school budget is adopted and recorded in categories under the appropriations resolution.
The board did not vote on personnel actions during the public portion; a later closed meeting was convened for personnel discussion (see separate article).
