The Des Moines City Council recognized two promotions within the police department as Sergeant Courtney Duncan and Sergeant Nate Shivali were sworn in during a badge‑pinning ceremony.
Police leadership described the sergeant rank as the operational leader for patrol shifts and detailed the department’s competitive selection process, which uses a third‑party vendor, an all‑day assessment center and an evaluation of candidates’ knowledge, skills and abilities. "It's not a personality contest, it's a knowledge, skills, and abilities test," the chief said while introducing the promotions.
Courtney Duncan has served the department since February 2015 and has assignments including patrol, field training, drone operations and peer support. Nate Shivali has served since February 2008 with assignments in patrol, field training, recruiting and as a school‑resource officer; he also leads the department’s defensive tactics and less‑lethal program and serves as president of the Police Officers Guild.
The mayor joined the chief to administer the oath, and family and colleagues attended the ceremony. No council action was required; the item was a ceremonial recognition.
