Monroe council adopts ADU code changes to comply with House Bill 1337

The Monroe City Council unanimously adopted ordinance 009/2025 on June 24, 2025, amending several sections of the Monroe Municipal Code to ease barriers to construction of accessory dwelling units (ADUs) and align local code with state House Bill 1337.
Amy Bright, staff member, presented the ordinance at second reading and reminded council members that they had previously held and continued a public hearing during prior meetings. She told council that staff will return at a later date to discuss planning commission capacity to consider design standards and to update infill standards.
Council member Gamble moved to adopt ordinance 009/2025 amending Monroe Municipal Code Chapter 22.12 (definitions), Chapter 22.16 (single-family residential zones), Chapter 22.34 (limited open space), Chapter 22.8 (critical areas) and Chapter 22.84 (permit processing) related to easing barriers for ADU construction in compliance with House Bill 1337; Council member Walker seconded. The motion passed 6-0.
The ordinance sets amendments across the municipal code to implement state law changes affecting ADU development. Staff noted that further work will follow on design standards and infill guidance, which will be brought to planning commission at a later date.
