Northvale council votes to amend 2025 budget to include roughly $53,000 in new grant revenue; levy change under $5

The Borough of Northvale Mayor and Council voted to approve Resolution 102 amending the borough’s 2025 municipal budget to recognize newly approved grant revenue and make several appropriation reclassifications. The council approved the resolution during a special meeting; the amendment will be advertised and a public hearing scheduled before a final adoption vote at the regular July 9 meeting.
The amendment incorporates newly listed grants totaling $53,242.08 into the borough’s revenue and matching appropriations. “We’re getting an additional 53,000 so far. $53,242.08 of grants that were approved,” Mr. Lagina said when explaining the amendment. He told the council the change as drafted does not materially increase the municipal tax levy — the net change to the levy was “less than $5,” he said.
The amendment also included small reclassifications and line-item adjustments the borough said add flexibility for year-end management. Mr. Lagina described changes to the pension and interest lines: pension appropriations were reduced by $86,000 and interest by $6,000 to create budget room the borough can cancel at year end if unspent. He said this has been the borough’s recent strategy to increase fund balance by canceling unused appropriations.
A correction to the library levy account was included: the originally introduced library levy was adjusted by roughly $500 to reflect the actual levy calculation. The council was told these technical edits do not meaningfully change taxpayers’ bills. If the council approves the amendment at the advertised public hearing, the governing body will then move to adopt the full 2025 budget as amended.
During the meeting a motion to approve Resolution 102 was made and seconded and the council conducted a roll call vote in open session. Councilman Fernandez and Councilman Matovich were recorded as voting yes during the roll call on the amendment; the presiding official indicated the resolution passed and will be advertised for public comment ahead of the July 9 meeting.
The council’s packet materials and the amendment will be advertised as required by the Open Public Meetings Act; notices were posted in the borough’s official newspaper and on the municipal bulletin board, the governing body said.
