County parks update: Westland Beach nourishment nearly complete, comfort station work begins; multiple park projects advance

County parks staff provided a broad update on park projects at the June 26 Board meeting, reporting near completion of Westland Beach dredging and nourishment and progress on several other county recreation projects.
Westland Beach: staff reported the dredging was complete and that most nourishment is in place; a fishing pier railing — including ADA-accessible railing sections — is installed and fish-cleaning stations are being fabricated. Staff said Phase 1 is about 95% complete and that post-dredge surveying is underway; beach and dune revegetation planning is in progress. A comfort station and parking area (Phase 2) are approximately 7% complete with construction having begun May 5 and a projected completion date of Nov. 1, 2025, subject to agency approvals and right-of-way work.
Other projects: Taylor Creek Park site design was reported as 95% complete with architecture/engineering at about 70%, and staff intends to seek bids later in 2025; Carter Cove was reported roughly 80% through site design; a spat-on-shell tank for the Oyster Heritage Learning Center is planned via Middlesex Metals using Chesapeake Bay Foundation funds; the Chesapeake Trail Park NEPA notice to proceed was received and field work is expected July–August followed by a NEPA report in August–September. The Bridal Trail (Triway Trail) phase 1b construction has federal earmark funding (approximately $980,000) intact, and the county has conditional recommendation for a state TAP application; the county also received a $100,000 National Park Service Chesapeake Gateways grant to support acquisition and preliminary engineering for a connector segment.
Staff noted a possible public event relocation (Taste by the Bay) to Windmill Point in November and said the Westland Beach project was featured on the Lancaster by the Bay Chamber guide cover. No Board action was required; staff asked the Board to continue support and coordination as projects move into bidding and construction phases.
Ending: staff said they will return with bid schedules and preconstruction timelines; key dependencies include state and federal agency approvals and availability of construction seasons.
