The Lakeland Joint School District board approved purchase and adoption of a new secondary social studies curriculum with a total cost staff listed at about $330,004.51.
Because district discretionary and state curriculum allocations are limited, staff proposed funding the purchase by transferring accrued interest from the district—s school modernization fund to offset facilities salaries and benefits. That move, staff said, would free general fund dollars so the district could buy the curriculum; board members asked for clarity that interest revenue itself cannot directly purchase curriculum items and staff confirmed the transfer is intended to offset personnel costs and thereby free general funds.
Trustees discussed funding alternatives, including state curriculum application windows (districts are capped on state curriculum funding and must apply on July 1) and limits on levy-funded curriculum dollars after recent levy cuts. The board voted to move forward with adoption and to use the school modernization interest transfer approach as presented; staff said they would only transfer the amount necessary to cover the purchase and would preserve specified funds such as the board-approved projects fund and federal forest funds.
Staff explained the district had already accrued interest on the roughly $20 million in the modernization account and expects to reach planned transfer amounts by next spring as projects roll out. Board members asked staff to report back with precise transfer amounts and to document that interest proceeds were used to cover salaries and benefits in accordance with state guidance.
