Port Canaveral staff told commissioners on June 25 that they selected six firms to fill a five‑year continuing contract pool for biological and ecological services, a resource to support environmental monitoring, permitting and compliance for port projects.
“...the scope of services is very broad. It includes coordination with regulatory agencies, it includes monitoring, testing air, water, dredged material testing, compliance with permits,” Bob Musser, senior director of environmental, told the commission. He said staff received 11 submissions and the selection committee — appointed by Captain Murray — selected six firms, most with a Florida presence. Staff recommended negotiating contracts with the selected firms and having the agreements authorized by Katha Murray.
Commissioners approved the consent agenda items that included the continuing contract pool after staff presentation. A commissioner pulled consent items 1b and 1c and disclosed having performed legal work for Land and Sea Surveying Concepts; that commissioner stated he would abstain from voting on those two items. The meeting record shows staff proceeded with the remaining consent approvals and the pulled items were addressed individually; the motion for the pulled items passed with one abstention recorded.
Musser said the continuing contract is intended to provide on‑call access to specialized ecological and biological expertise for port expansion and routine environmental compliance needs. The scope covers coordination with regulators, permit compliance, and testing related to air, water and dredged material.
No public comments were made on the item during the meeting. Staff will proceed to negotiate fees and scopes with the selected firms and return appropriate contracts for authorization.
