Board approves preliminary 2025–26 budget; administration to present revisions after legislative changes

The South Washington County Schools Board of Education approved the district's preliminary 2025–26 budget at its June 26 meeting, and staff said any legislative changes that affect district revenue will be incorporated into a revised budget early next year.
Chris Blackburn, director of business services, presented the budget and reminded the board that Minnesota school districts must have a revenue and expenditure budget approved by June 30. Blackburn said the district's finance team prepared the general fund and community education fund budgets and previously presented the school nutrition fund. "At this point, administration recommends approval of the 2526 preliminary budget as presented," Blackburn said.
Blackburn noted the state special session concluded late in June and said the district will wait for available information on legislative outcomes and include any impacts in a revised budget when the administration updates it, likely in March 2026. During board questions, a school board member asked whether the district has examined switching to self-insurance for health benefits; Blackburn said the district reviews that option during the required benefits bid every two years but that current utilization levels have made self-insurance financially unfavorable to date. "Just currently it does not," Blackburn said.
Board members moved and seconded approval, and the chair announced the motion passed by voice vote. The approved preliminary budget will be updated if legislative or other material changes occur.
