Oviedo hearing assesses $1,700 fines for two properties after code violations

A hearing officer for the City of Oviedo on code enforcement matters assessed $1,700 fines and entered orders against two property owners after finding they failed to comply with earlier code-enforcement directives.
The penalties follow reinspection reports and a prior finding of facts from an April hearing that set a compliance deadline of 5 p.m. on May 22, 2025. The hearing officer determined fines accrued at $50 per day from the deadline and entered orders after the respondents did not appear at the hearing.
Code enforcement officer Lindsey Longstreet presented the city's evidence packages in both matters and testified that reinspection on May 23 found the properties still in violation. In the first case, Longstreet said the violation involved a dumpster without doors on property owned by Christian Family Ltd. The hearing officer said notices required under Florida statutes and City of Oviedo ordinances had been provided and that, because the respondent did not appear, fines totaling $1,700 were due. The hearing officer said, "I'm going to assess a fine of $1,700, and I will enter an order accordingly."
In the second case, Longstreet submitted a 12-page exhibit showing ownership records, the earlier finding of facts, certified-mail receipts or returned green cards, and a reinspection noting that no permit had been applied for or obtained at the property at 1047 Whittier Circle (parcel ID 23-21-31-5JK-0000-0580). The respondent is listed in the file as FKHSFRC2LP, CareFirst Key Homes LLC. The hearing officer again found that required notices had been provided, noted the respondent's nonappearance, and assessed a $1,700 fine for the continuing violation.
Longstreet told the board she had received a small number of emails from a support service associated with First Key Homes seeking the hearing date and clarification of the alleged violation, but she said no substantive response or permit application had been received. For both matters the city admitted inspection photos, certified-mail receipts or returned green cards, affidavits of hand delivery and posting, and affidavits of noncompliance into evidence.
The hearing record shows the board admitted the city's exhibits, applied the $50-per-day accrual from the May 22 compliance deadline, and entered orders assessing $1,700 in fines for each property. The respondents were not present at the hearing and no motions, amendments or additional directions to staff were recorded on the public record.
The hearing adjourned after the orders were entered. The city file lists the prior hearing date and compliance deadline in its finding-of-facts documents; the hearing officer noted the April 24, 2025 finding setting the May 22 compliance deadline in both matters.
