The Nantucket Conservation Commission on June 26 voted to continue the notice of intent for the Nantucket Islands Land Bank’s proposed pruning at 41 Jefferson Avenue to July 10 because the Natural Heritage and Endangered Species Program (NHESP) determination had not been received.
Liz Phelps, representing the land bank, described a handful of groundsel shrubs sprouting in the south-central portion of the property and said the land bank proposes pruning “primarily to maintain the viewshed.” Phelps said the land bank would delay pruning to the off season if the commission prefers.
Commissioners questioned whether the site qualified as maintenance along a public pedestrian access way and whether the pruning would cause adverse impacts to dune stability and wildlife habitat. Chair Seth Engelborg walked commissioners through the town’s viewshed-management guidelines, which state maintenance pruning is not allowed within resource areas except for vegetation along public pedestrian access ways; commissioners said they needed to see the NHESP determination and confirm additional details before acting.
Will (staff member) confirmed during the public-meeting portion that the NHESP review had not been received; Liz Phelps asked the commission to continue the hearing. The commission agreed and continued the item to July 10 by unanimous consent.
The continuation preserves the commission’s ability to review an NHESP determination, any revised plans and any conditions recommended by staff. The land bank indicated willingness to perform pruning outside the April 1–Sept. 30 window if the commission imposes a seasonal restriction.
