Code enforcement board fines property owners $9,200 after repeat rubbish violations

The Seminole County Code Enforcement Board on June 26 voted to impose a $9,200 fine on Trinity and Joshua Bailey for a repeat rubbish violation at 181 Langford Drive, Chuluota.
Officer Melissa Hill, Seminole County Sheriff's Office code enforcement (East Region), told the board the case is a repeat violation under Seminole County Code chapter 95, section 95.4 as defined in 95.3(a). Hill said her initial inspection was Dec. 19, 2023; the board issued a compliance order on Feb. 7, 2025; the property appeared compliant on Feb. 18 but a March 26 inspection showed the rubbish had returned. A follow‑up inspection on June 25 found the rubbish remained.
"I had also contacted Waste Pro at the time to see if they had scheduled for a pickup. Waste Pro had said, no, they did not," Hill told the board, noting a tagged bulk pickup had not yet occurred. The staff recommended a fine of $100 per day for 92 days of repeat violation, totaling $9,200, with the fine to continue accruing at $100 per day until compliance.
Board members moved to accept staff's recommendation and voted in favor. The board's order imposes the fine for the days specified and allows fines to continue accruing until the property is brought into compliance. Hill said she had given the property owners her business card and asked them to contact her when they had complied.
