Officer Carr explained the distinction between the municipal code sections that apply to off‑street parking and the code she enforces: “None of this has to do with an enforcement of what she can do. The only things you can enforce on the off street parking is handicapped parking, loading zone,” and that the ordinance changes would not expand on‑street enforcement powers.
Councilman Henderson moved to pass the ordinance amending Title 17; Councilman LaVaca seconded the motion. The council called for the question and approved the ordinance by unanimous voice vote.
The ordinance will replace the prior off‑street parking and loading provisions in Title 17; staff and planning commission materials referenced developer meetings (including a meeting with BYK) and earlier requests to discuss the item in a September workshop, which some council members said they had expected. The council did not add a separate workshop or delay the ordinance at the meeting.
