Caroline County planners approve Pendleton Section 13 preliminary plat for 192 condominium units

The Caroline County Planning Commission on June 26, 2025 approved a preliminary plat for Section 13 of the Pendleton mixed‑use community, which will create a single lot containing eight condominium buildings with 24 units each, for a total of 192 units.
The preliminary plat, presented by County Planner Craig Pennington, is consistent with the Pendleton rezoning and Caroline County zoning and subdivision ordinances and was recommended for approval by staff. Pennington said, “This plat will create 1 new lot around Section 13.” He noted that Section 13’s construction plans have already been approved by VDOT, public utilities and the planning department.
Pendleton’s rezoning (RZ‑1499) authorized a total of 3,508 dwelling units; as of June 2025 staff reported 703 units have been permitted, leaving 2,805 units remaining to be constructed. Section 13 accounts for 192 of the 1,400 multifamily units allowed under the rezoning. The parking areas, access drives and common areas for Section 13 will be owned and maintained by the homeowners’ association, the staff report said.
Commissioners asked technical questions during the review. When asked whether parking‑space depth conforms to a newer 20‑foot standard, Pennington said, “It is not. This construction plans were approved prior to the text amendment adoption of the new parking space ordinance. It did comply with the parking spaces and aisle widths that were in the ordinance at the time of approval.” Chair Bob Schwartz raised traffic concerns, saying, “The only comment that I would make is that I would like to have seen an additional point of ingress and egress because it looks like they're planning for a lot of people and a lot of vehicles. And that 1 point onto, Edmund Pendleton could become a choke point.” Pennington responded that the subdivision is “by right” and met the requirements for one entrance as approved by VDOT.
Commissioner Lee Tingler moved to approve the preliminary plat (SB022025; Pendleton Land Development LLC); the motion was seconded by JD Young and Richard Williams. The commission voted in favor; there were no recorded nays. The motion carried.
The commission record and staff comments state that the plat is consistent with current county ordinances and that construction plans for Section 13 have already cleared agency review. The packet did not specify the number of stories for the buildings (staff said they would verify the construction plans for that detail).
