The Planning Commission approved a specific plan to allow three residential units at an Arrington Corner lot in Northeast Nashville after staff recommended approval with conditions.
Staff described the proposal as three detached units (one replacing an existing house along North Fifth) with access solely from the alley, parking handled via garage and surface spaces accessed off that alley, and preserved sidewalks on both frontages. The SP initially allowed up to three stories and 40 feet, but staff placed a condition limiting height to two‑and‑a‑half stories and 35 feet to better match surrounding development.
Pam Scott, the property owner and applicant, said she has lived at 800 North Fifth Street 32 years and sought to update the corner lot that had become run down: “I’m requesting approval and support to be able to be a part of the transition in the neighborhood,” she said. A few nearby residents asked for additional detail and asked that the final plans be circulated so neighbors can review elevations, massing and circulation; one neighbor asked for a short postponement to allow more community review. The applicant and staff said the plan was revised to avoid curb cuts and concentrate parking off the alley.
Why it matters: The commission framed the request as modest infill that fits the T4 urban neighborhood context; staff and commissioners emphasized alley access, sidewalk preservation and contextually appropriate height as key mitigation measures. The commission approved staff’s recommendation (approval with conditions).
