City staff described the change order as encompassing design updates tied to current best practices, firefighter health and operational needs, and additional costs related to extensive soil remediation encountered on the site. Darren Pritchard of JLA said the firm advanced reimbursable expenses on the city’s behalf to keep the project moving and requested reimbursement of $40,229.88 for geotechnical exploration, testing and on‑site observation.
The commission discussed the scope changes — including space to allow future expansion and updated interior design for firefighter wellness — and approved the change order to carry the project through final design and procurement. The motion to approve was moved and seconded at the meeting; the commission voted to proceed.
