Developers present aggressive Esmeralda timeline; council told presentation was informational only

Representatives for a proposed development called Esmeralda presented an outreach and entitlement timeline to the Cloverdale City Council and described plans for six formal and informal community engagement events across the next six months. City staff said the timeline is ambitious but achievable if the developer meets submission deadlines and pays required fees.

Kevin Thompson, Cloverdale City Manager, described the presentation as informational: “This is just really to let you know the process that they're pursuing and how the city will be involved with that. ... So anyone who registers their name on Esmeralda's website will receive a notice regarding the upcoming meeting,” he said. City staff emphasized there was no action or entitlement granted at the meeting; the presentation was intended to describe outreach, CEQA timing and next steps.

Council members and staff pressed developers on timing and regulatory steps. A council member asked whether the California Environmental Quality Act review would fit the projected schedule; staff replied that the CEQA timeline is “tight” but “doable” if submittals and consultant work proceed without unexpected delays.

City staff said Esmeralda provided a deposit to cover staff and consultant time and that entitlement fees will be charged when a formal application is filed. The developer agreed to pay for a contract planner who would be assigned to move the project forward more quickly.

Public comment included support from local realtor Eric Trerery, who urged the council and staff to help the project move forward on schedule. No motions, votes, or formal entitlements were taken at the meeting.
