The Town of Moraga will launch an ADU Accelerator program funded by a state grant and administered through the Town of Danville, staff told the council Wednesday. Moraga received $31,385.63 from the program, which is funded through the California Budget Act of 2023 and managed by the Department of Housing and Community Development.
Staff said the program provides rebates to homeowners building accessory dwelling units (ADUs). The rebate schedule caps at $7,500 for non‑restricted ADUs under 1,000 square feet and $15,000 for ADUs that accept a recorded 20‑year low‑income rental restriction. Applicants must submit a standard ADU permit application and the ADU Accelerator application; rebates are issued after issuance of a county certificate of occupancy and are paid by physical check.
The program runs through Sept. 30, 2026, and rebates are first come, first served until funds are exhausted. Staff emphasized that the town will track deed‑restricted units and file biannual progress reports to the fiscal agent (Danville) as required by the grant. There is no direct fiscal impact to the town's operating budget, staff said, beyond minimal staff time to process applications.
