The Town Council on Wednesday authorized the town manager to execute a professional services agreement with Wallace Roberts & Todd (WRT) to create a parks, recreation and open‑space master plan for Moraga, approving a not‑to‑exceed contract of $300,036 and a 15% contingency of $45,000.
Parks and Recreation Director Mackenzie Brady said the study — a council priority — will inventory parks and facilities, produce a facilities and programming gap analysis, run a statistically valid public survey (roughly 400 responses), and propose cost estimates and funding strategies. WRT will lead the effort with subconsultants for facilities analysis, ecological resources and cost estimating; staff said $350,000 in Palos Colorados funds were recommended in the draft budget to support the work.
Council members pressed staff and the consultant on scope and optional augmentations. Optional add‑ons included expanded public engagement, historic resource evaluation for Hacienda De Las Flores, Quimby Act/impact‑fee review, and asset‑management/CIP updates; the total optional augmentation cost was estimated at about $119,000. Staff recommended retaining most core scopes while using contingency funds if an extra community workshop is needed; council expressed particular interest in ensuring the plan is actionable and fiscally realistic rather than a largely conceptual report.
WRT partner Peter Winch said the firm has Bay Area park‑planning experience and will provide maps, analysis and an implementation guide. The council approved the contract unanimously and authorized the CEQA categorical exemption for planning only (Guidelines §15306).
