Planning staff explained the ordinance requires the board to determine whether a public hearing is needed. Trustees discussed past practice — staff noted only one residence within 300 feet of the sign location — and a trustee moved that no public hearing was required. The board then considered the signage request from petitioner Kelly Hathaway doing business as Milwaukee Sign Company. Staff recommended standard conditions — limits on illumination, static images only (no animated video), and size/direction restrictions — and pointed out that packet photos should be interpreted as still images because the ordinance prohibits animated or scrolling advertisements.
