Council presented tentative FY 2025-26 budget of $129.2 million; final adoption scheduled for July 24

City staff presented the proposed tentative budget for fiscal year 2025-26 in the amount of $129,244,638 and explained that state statute prevents the final adopted budget from exceeding the tentative figure.

Staff said the tentative budget and required state budget forms have been posted on the city website and that the document includes three grant and capital-improvement fund updates: two projects carried forward into the next fiscal year and one project completed and removed. Staff reported they have received no public comments to date. The council was reminded that the final budget adoption is scheduled for July 24 and that the resolution to adopt the property tax levy is scheduled for Aug. 14.

Council members asked clarifying questions about recent additions in the capital improvement fund. Staff explained a previously planned allocation originally intended for Roadrunner Park had been reprioritized for energy-savings improvements at the municipal golf course; staff confirmed the item is included in the proposed capital improvement fund. One council member asked about the $1.336 million item referenced in the packet; staff confirmed it had been added to the capital improvement fund and explained its intended use.

Staff closed by offering to answer additional questions and reiterated the statutory cap on the tentative budget: the adopted final budget may be less than or equal to the tentative amount but may not exceed it.
