The council approved Resolution 2025-053 on June 26 to accept federal congressional-directed funds for Phase 1 of the Buffalo Soldier Trail pavement reconstruction, with an intergovernmental agreement administered through the Arizona Department of Transportation.
Public works staff (Prasad) told council the project limits run from Seventh Street North for 3,000 feet to Woodcutters Wash and that the city’s match for design and construction is $229,265. The staff presentation said the funding was made possible by Rep. Juan Ciscomani’s congressional directed spending, that the funds are federal and are being passed through the state, and that design and construction will be administered by ADOT in accordance with federal regulations.
The staff report said the resolution is the first step and that the city has applied for appropriations to support future phases; staff noted both U.S. Sen. Mark Kelly and Rep. Ciscomani have expressed interest in additional funding. Councilmember Mark Rodriguez had asked staff to include a map; staff added the map to clarify project limits prior to the vote.
Council voted to approve the IGA. Ending: Staff will coordinate with ADOT on design and construction administration and continue advocacy for future-phase funding.
