Commission adopts traffic ordinance updates, backs trail design and awards $1.42 million resurfacing contract

The Platte County Commission took several transportation and traffic actions intended to update traffic regulations, advance a regional trail project and proceed with road resurfacing work.
Those actions update county traffic controls required by state law, advance the Brush Creek Trail toward right‑of‑way acquisition and design, seek federal safety planning funds under the Safe Streets for All program, and secure a low‑bid contract to resurface county roads this year.
Public Works staff opened a statutorily required final hearing on amendments to traffic schedules 1, 2 and 3 (regulating speed limits, stop intersections and parking). Public Works explained the update reflects work with road districts and in‑house review to bring signage lists current; the hearing closed with no public comment and the commission approved the third hearing and a companion order to amend the traffic schedules.
County Administrator Wes Minder presented a professional services contract for final design of the Brush Creek Trail from Route 45 North to Northwest 76/70 Sixth Street. Minder said preliminary layouts and estimates were prepared earlier and that a $180,000 contract would complete final design, legal descriptions and required environmental and federal work under MoDOT’s local public administration policy; staff said the project targets right‑of‑way acquisition next summer with construction planned for 2027.
On safety funding, the commission authorized county support for a 2025 Safe Streets for All grant application to evaluate major arterials in unincorporated Platte County and position corridors for future federal implementation grants.
Public Works Director presented award of the asphalt portion of the 2025 road resurfacing project to the low bidder, Tandem Paving, for a contract amount of $1,415,399.90. The county counselor approved the contract as to form and the county auditor certified available funds. The commission approved the contract award on a 3‑0 roll call.
All transportation items passed by recorded votes with 3‑0 tallies. Staff noted federal processes and environmental requirements will affect schedule and that final design and right‑of‑way work precede construction.
