Council accepts multiple construction bids for sewer, water and road projects; federal and utility grants will fund portions

Richmond Heights City Council voted to accept low bids and authorize contracts for several infrastructure projects at the committee meeting, including a federally funded sanitary sewer improvement, portions of the 2025 road program and multiple water‑main and pavement reconstruction projects.
Justin, city engineer, presented bid results. For the IIJA Richmond Heights Sanitary Sewer Improvements Project (Resolution No. 87‑2025) the engineer said the base bid opinion of probable construction cost was $735,000 and the low base bid was $645,000; an alternate bid item came in at about $86,000, producing a combined low bid of roughly $757,100. Justin said the project is fully funded through IIJA and the Northeast Ohio Regional Sewer District (NEORSD) programs; council authorized a contract with Site Works Unlimited.
For a portion of the 2025 road program (Resolution No. 88‑2025), Brush Road resurfacing plus an asphalt salt‑storage building was bid. Justin reported an opinion of probable cost of $310,000 for the Brush Road portion and $47,500 for the salt‑storage building; Phillips Paving submitted the low combined bid of $368,621. Council approved the contract; the project will receive $150,000 from a county 50/50 program.
The Douglas Boulevard reconstruction project (Resolution No. 89‑2025) received two bidders; the estimate was $2.3 million and the low bid was approximately $2.47 million. Justin said Cleveland Water Department will contribute about $766,000 toward water‑line costs on the project; council authorized a contract with Trimore Corp.
The Dumbarton Boulevard water‑main and pavement improvements (Resolution No. 90‑2025) drew three bidders; the opinion of probable cost was about $1.6 million and the low bid was about $1.67 million. Justin said Cleveland Water will provide nearly $900,000 toward that work; council authorized a contract with Terrace Construction Company.
Council members asked for publicly available bid tabulations and staff said they would email the bid paperwork to councilmembers. Several items were described as time‑sensitive because of construction schedules and grant timelines; staff said the city hopes contractors will complete the work this year.
