Several residents used the June 25 public comment period to describe a widely circulated video showing a forcible arrest by U.S. Immigration and Customs Enforcement (ICE) agents and asked the commissioners to seek accountability and improved treatment of immigrants in the county.

A resident who identified the detained man as Narciso Barranco described a sequence in which “a 48‑year‑old landscaper was surrounded by numerous fully masked and armed ICE agents, chased across a busy intersection and pepper‑sprayed in the face,” and said the video did not support the agency’s claim that the man had threatened an officer with a lawn trimmer. The commenter said the man was pinned, beaten and placed in a vehicle and urged county officials to speak to law enforcement and federal authorities about treating immigrants in the community “with respect and dignity.”

Jean Apriage, Hampton Township, echoed those concerns and noted that the recorded video is not available in most arrests; she said the federal roundups target a broader population than the administration publicly described and warned of racial profiling and wrongful detention.

Speakers asked the board to use its influence to request accountability and to ensure local law enforcement and federal agents respect civil rights. No formal county action or vote on matters related to ICE or immigration enforcement was recorded at the meeting.
