Belton Council approves purchase of handheld narcotics analyzer using opioid settlement funds

The Belton City Council on a unanimous voice vote approved Resolution 2025-55 to purchase a TrueNarc Delta handheld analyzer for the Belton Police Department from Fisher Scientific, part of Thermo Fisher Scientific.
City staff said the purchase was not included in the department’s planned budget. A staff member told the council, “Yes. It was not budgeted for, but we're suggesting using the opioid settlement monies.”
The resolution authorizes the police department to buy the TrueNarc device and execute the necessary purchase paperwork. Council members did not ask for further budget amendments during the meeting and the motion was carried without recorded opposition.
The purchase was described during the council’s consent business; staff and council did not discuss deployment policy, training, or data-retention practices for the device at the meeting.
