The Seven Hills City Council voted unanimously June 24 to adopt Resolution 5-2025, approving the proposed alternative tax budget for the city for fiscal year 2026 and declaring the measure an emergency.
The measure was read into the record and then advanced under a motion to suspend the charter’s 24-hour rule so the council could consider and adopt it that night. Motions to approve the emergency clause and to adopt Resolution 5-2025 passed on roll-call votes; the resolution was recorded as adopted at the meeting.
The budget resolution was presented and read as “the resolution approving the proposed alternative tax budget for the city of 7 Hills, Ohio for year 2026 and declaring an emergency.” Council members who voted “yes” in the roll calls recorded during the sequence included Kelly, Kiriassas, Martin, Morrow and Mitski; Councilmen Elliot and Costanza had been excused earlier in the meeting. The measure passed with the votes recorded at the July 24 meeting.
Adopting an alternative tax budget under an emergency clause allows the city to finalize and submit budget documents or take immediate budget-related steps that rely on fast-tracked council action; council did not discuss line-item budget details on the record during the vote. The resolution was given first-and-final reading after council suspended the rules.
Council President Villasciaga opened the reading and members moved through the required roll-call approvals to enact the emergency adoption. No further ordinances or budget amendments tied to Resolution 5-2025 were discussed at the meeting. The council opened the meeting afterward for public comments and regular reports from the mayor and department directors.
