The council approved a $25,000 contract for fiscal year 2025–2026 with the Cheyenne County Chamber of Commerce to support business recruitment, retention and downtown incentives.
Brandy Stone, representing economic development, summarized the chamber’s work under the previous contract and the duties proposed for the new agreement, including recruiting new retail and service businesses, assisting existing businesses, conducting resident surveys to identify desired retailers, marketing available commercial space, providing newcomer packets and conducting business retention and expansion surveys (BREs). Stone said the contract payment structure follows the prior agreement and is divided into quarterly payments.
Stone said the only substantive contract change was transferring review of rental-assistance applications to the chamber’s executive board, which will then forward eligible proposals to the historic preservation board for final approval. The contract’s fiscal implication was stated as $25,000 to the Cheyenne County Chamber of Commerce for the 2025–2026 fiscal year.
The council moved and approved the contract. Joe (identified in the meeting as representing the chamber) and David were credited during discussion for coordinating on outreach and BREs. Stone and chamber staff said they plan to complete roughly 25 BREs per year and to continue coordinating marketing and events to attract businesses. The council did not attach additional conditional directives to the contract at the time of approval.
