Committee forwards tourism enhancement grant recommendations for Federal Way events to council consent agenda

Federal Way committee Chair Hoang Tran and members voted to forward a set of tourism enhancement grant (TEG) recommendations to the City Council consent agenda, sending each item to the July 1 consent calendar by 2-0 votes.

The recommendation bundle included a $150,000 operational-support request for the city’s performing arts and events facility and grant requests for several events and memberships that the Lodging Tax Advisory Committee (LTAC) had reviewed. The package also included requests from bodybuilding promoters, swim championships, a Hispanic-heritage event at Wild Waves, a regional motorsport event at Pacific Raceways and a Seattle Sports Commission membership.

The grant recommendations matter because TEG awards draw on lodging-tax–related funds and are intended to generate overnight stays and visitor spending that support hotels and local businesses. The committee’s action sends the proposals to the full City Council for final approval.

Director Neal presented the grants and noted the mayor’s recommendation to forward each item. “The mayor's recommendation is option 1,” Neal said when outlining the choices available to the committee.

Key items forwarded and details reported to the committee:

- Performing Arts and Events Center (operational support, 2026): an application for $150,000 in operational support for 2026 was presented; the committee voted to forward the recommendation to the July 1 consent agenda.

- Rivet Productions / NPC-IFBB Northwest Championship (bodybuilding): the LTAC recommended moving a $10,000 award forward. Director Neal and staff said the event projects about 1,730 attendees over three days and forecasts roughly 200 hotel room nights. Meredith (staff) supplied the attendance and hotel-night projections.

- Pacific Northwest Association of Swimmers / USMS national championships: the LTAC recommended forwarding a $20,000 award. Neal reported roughly 1,500 projected overnight attendees and about 2,000 projected overnight stays.

- Elite Productions / NPC-IFBB Northwest Championship (Northern Classic): LTAC recommended forwarding $6,000. Neal and staff said the event is projected at about 930 attendees with roughly 358 projected overnight stays.

- Seattle Sports Commission membership (2025): LTAC recommended forwarding a $10,000 annual membership fee to maintain participation in the Seattle Sports Commission. Staff said membership categories vary and are not strictly population-based; committee members asked for a roster of other member cities and dues levels.

- Wild Waves Fiesta Buena Onda (Hispanic-heritage event): LTAC recommended forwarding a $15,000 grant request. Staff said Wild Waves’ event budget for the project is $46,200, with a current projection of about 2,000 attendees and approximately 360 projected overnight stays; staff noted the park contracted an event company that works with Hispanic-focused programming.

- Pacific Raceways / NHRA Northwest Nationals (Dragon Drive track race): LTAC recommended forwarding a $75,000 request. Committee discussion noted this is one of the larger TEG requests; staff and hoteliers reported the event drew more than 20,000 ticketed spectators and about 4,500 participants in the prior year’s edition. Staff said one hotel had a formal room block of about 100 rooms and that venue estimates put hotel usage in the 600–700 room-night range; staff also reported that the City of Auburn provided significant support for the event. Committee members asked staff to explore ways to provide direct benefits to local residents (for example, ticket giveaways) and to obtain clearer lodging and spending metrics.

Each item was moved and seconded by committee members and forwarded to the July 1 consent agenda with recorded 2-0 votes.

The committee noted several follow-up items that staff agreed to provide to council members before the consent calendar review: membership rosters and dues for the Seattle Sports Commission, additional historical data on recurring bodybuilding promotions and clearer hotel/stay metrics and Placer AI (cell-phone based) data referenced by Pacific Raceways to better track attendee lodging and spending.

The committee excused member Paul McDaniel from the meeting; staff indicated materials and answers to follow-up questions would be shared with members before the City Council review.
