Council appoints Kirkman to fill vacant housing board seat

The City Council appointed Councilman Kirkman on July 24 to fill the council’s required seat on the housing authority board for the remainder of the term that expires Oct. 1, 2028.
Laurie, presenting the item, said Brad Sherman resigned from the council on June 10, leaving a housing board seat vacant and noted that "one member of the council is required to serve on the housing board to... fulfill Brad's term." The council moved and voted to place Kirkman in the position.
The housing authority board consists of five members appointed by the council, Laurie said. The board meets every other month at 12 p.m. at Western Heritage or Seuvela and serves five-year terms. Laurie said one required position is a city council member and another required position is "somebody that lives in one of those units," while the remaining seats are at-large.
Scott McDaniels was identified during the discussion as the housing authority chair; Anita Bennett was referenced as helping manage properties. Council members asked logistical questions about introductions and packet delivery for the new member; council discussion and the roll call votes followed the motion to appoint Kirkman.
The appointment was recorded as approved by the council. The council did not take any additional policy action on housing programs during the appointment item; staff and the newly appointed representative will attend subsequent housing authority meetings as required.
The council’s appointment fills the requirement established by state statutes that the council maintain a representative on the housing authority board, as noted during the presentation.
