Local ATV/UTV advocate urges Oshkosh to consider Winnebago County ordinance to boost tourism and uniform enforcement

At the June 24 meeting of the Oshkosh Common Council, David (Dave) Schmidt, president of Fox River Wheelers Power Sports and chairman of the Winnebago County ATV UTV Alliance Group, asked the council to consider adopting an Oshkosh ordinance modeled on a recently approved Winnebago County ATV/UTV ordinance.
Schmidt told the council the county ordinance was the product of “considerable efforts, discussions, research, support, and collaboration” and said similar rules in other Wisconsin communities had boosted tourism and local business. He cited a 2023 economic impact study saying Wisconsin led the nation in ATV/UTV economic activity and mentioned statewide registration and revenue figures as context for his request.
Schmidt said the alliance is willing to work with the city and staff on ordinance language to permit safe ATV and UTV use, uniform law enforcement, and to capture tourism dollars that he said would benefit hospitality and retail businesses. The council did not take action; the comments were provided during the public‑statement portion of the meeting and councilmembers did not commit to placing an ATV/UTV ordinance on a future agenda during the session.
Schmidt's remarks were a public comment and not part of a formal council agenda item; the council did not discuss or vote on an ATV/UTV ordinance that night.
