Commission approves Resolution 24-25 to transfer $23.35 million among county budget lines

Chairman North opened a public hearing and the Natrona County Commission approved Resolution 24-25, a set of budget transfers totaling $23,352,052.30, the county clerk reported.

The clerk told commissioners, “Before you is resolution 24 dash 25. This reflects transfer of funds, for some budget adjustments that need to be made.” The clerk said $18,771,394.36 would move from unanticipated revenue to various line items, most of which are for grant reimbursements and include “slip money and ARPA funding for the health department project.” The clerk also reported $260,295.40 shifting from the balance sheet cash reserve and $4,320,362.54 moving from the 1¢ cash reserve into the reserve project line.

No members of the public spoke for or against the transfers during the hearing. After the clerk finished, Commissioner Coates moved to approve Resolution 24-25; Commissioner Laird seconded. The motion was approved by voice vote after commissioners responded “aye”; no opposing votes were recorded on the record. For the record, Commissioner Milne logged in during the meeting.

The transfers listed in the resolution, as described by the clerk, include line-item adjustments for postage and box rent, the public defender and court-appointed attorney budgets, and a reserve project line. The clerk did not provide additional detail on the term “slip money” or item-level line numbers when presenting the resolution at the hearing.

Chairman North said the hearing was conducted “in accordance with state statute, rules of an internal county commission, and applicable laws.” With no further business, the commission adjourned.

The action approved the budget transfers in Resolution 24-25; the clerk indicated the detailed account lines are listed in the resolution document presented to the commissioners.
