The board’s discussion emphasized community benefit from adaptive reuse of a vacant building and the applicant’s nonprofit purpose.
The board’s motion to approve was made by Chairman Fred Hill, seconded by Vice Chair Carl Blake, and recorded as a 4‑0‑1 vote in favor. Board members said the proposal satisfied the standards for community center use under Subtitle X §901.2 and Subtitle U §203.1(d).
