The Gun Barrel City Council on Tuesday adopted Resolution R‑2025‑002 approving a performance agreement between the Gun Barrel City Economic Development Corporation (EDC) and Grama Ghost Inc., doing business as GBC Family Resource Center.
Dr. Smith, serving in her EDC director role while presenting the item, said the agreement is a 50% reimbursement grant that will cover up to $12,500 of qualified costs. Grama Ghost must spend at least $25,000 on eligible improvements — roughly $20,000 for parking‑lot work and $5,000 for signage — and provide supporting receipts and canceled checks to receive reimbursement.
The performance agreement includes additional conditions: the business must move an 18‑wheeler currently parked in the lot facing Highway 334 to improve visibility, repair the facility roof (with a five‑year warranty already provided), obtain two quotes for the work, complete the project within nine months of signing, and maintain two full‑time‑equivalent employees through Sept. 30, 2027. The agreement also requires two compliance verifications, which staff said typically are Texas Workforce Commission reports for 2026 and 2027.
The EDC had approved the arrangement at its prior meeting, and the council voted to adopt the resolution at second reading. A motion to adopt the resolution carried on a recorded vote of Burns, Evans, Jacobs, Carson and Edwards voting yes; the mayor declared the motion passed.
