HURON — The Huron City Council on June 24 approved Resolution 46-2025 authorizing the city manager to enter into a management and administrative services agreement with Huron Township for operation of Scott Cemetery, effective July 15, 2025.
City staff described the change as a transfer of daily operations to the township while the city retains ownership. "Scott Cemetery is run and controlled by a cemetery board. It is owned by the city, is managed by the township," Mr. Hamilton, a city staff member, told the council. Staff recommended disbanding the separate cemetery board and folding cemetery operations into the township's cemetery fund.
Under the agreement described to council, the township would assume full control of operating duties and most capital costs for Scott Cemetery; the city would document closing fund balances and retain oversight rights. Staff said the township would commit to the arrangement for at least five years, report back to the city twice a year on operations, and that if the township later relinquishes management the remaining fund balance would return to the city with interest.
Council members raised questions about reporting and parcel identifiers listed in the record; staff confirmed the effective date was changed to July 15, 2025, and said some parcel numbers in the packet included a typographical error that staff corrected during the meeting. Staff also said city residents will be guaranteed the same burial rates as township residents because the site remains city-owned.
Council voted to waive the three-reading rule, place Resolution 46-2025 on first reading and then adopted the resolution. The transcript records a roll call in support of the action.
The Scott Union Cemetery board is scheduled to meet July 7 at 5 p.m. to consider related actions, staff said.
