The Planning Board recommended approval of petition R25-02, First and Church Townhomes, a proposal by Better Path Homes to rezone and develop 1.147 acres with 14 townhome lots and streetscape improvements along Church Street.
Staff said the project is within the downtown mixed-use center and the town core and that the 14 attached units, streetscape work (including a 12-foot multiuse path) and a new public-facing open space align with the 2040 Community Plan and the downtown master plan’s intent to increase downtown housing and pedestrian amenities. The applicant proposed six modifications tied to rear setbacks, buffer reductions/grading, on-street parking, yard trees and the percentage of attached housing; staff recommended approval provided outstanding technical comments—mainly a tree‑save submission—are resolved.
Planning staff said the applicant verbally committed at the public hearing to one for-sale affordable unit and staff recommended formalizing that as a condition of plan approval and setting the affordability level at 80% of area median income (AMI). The applicant later accepted that condition and the board approved the rezonings and modifications with the affordable-unit condition in place.
Board members praised the project as a for‑sale product that can diversify housing stock downtown and noted the applicant’s willingness to provide public amenities and exceed basic parking requirements. Staff indicated the applicant must still provide final tree‑save mitigation calculations and address minor engineering comments before the matter moves to the Town Board.
