Hot Springs proposes $770,300 contract with Max Foot Construction for lift-station upgrades; bidding waived

City staff presented an ordinance to waive competitive bidding and to authorize an agreement with Max Foot Construction Company LLC for upgrades at two sewer lift stations.
Todd Piller said the item covers two projects: Hot Springs Creek Sewer Lift Station ($515,000) and Hot Springs No. 3 Lift Station ($255,300), for a combined construction amount of $770,300. He said the city has already purchased the equipment for both projects and that the equipment is being stored at Ham Street.
Staff told directors the work is included in the 2025 wastewater bond fund and that the city budgeted $830,000 for the projects. Piller said Max Foot (spelled variously in the packet) is already working in the immediate area and can start quickly; for that reason staff recommended waiving competitive bidding under ACA 14-47-138 so the contractor can be authorized immediately. Staff estimated the installation work would take about eight months.
Director Holiday asked about waiving bidding; staff replied that the contractor is on site and available, has performed satisfactory past work for the city, and that equipment is already purchased and staged. Staff said the waiver and contract were placed on the July 1 board agenda for formal consideration.
