Hot Springs plans $100,000 sports-recreation master plan with community input; focus on soccer, pickleball, tennis

City staff asked the Board of Directors to consider an agreement with Half Associates Inc. to develop a comprehensive sports-recreation master plan for the City of Hot Springs.
Adam, speaking for the sport recreation department, said the scope will guide future planning, facility improvements and programming and will incorporate community input. He said the city targeted soccer, pickleball and tennis as areas of emphasis but asked the vendor to study the entire municipal sports program.
Eight firms responded to the request for qualifications and Half Associates received the highest rating in the city's evaluation, Adam said; a notice of intent to award was published and no protests were received.
The contract amount in the agenda presentation is $100,000 and staff estimated a seven-month schedule for completion. Adam said the work will include public engagement and five phases outlined in the packet; he said the actual schedule could finish sooner or take longer depending on phasing.
Directors asked whether the plan would consider enhancements to existing facilities or identify new sites; Adam said it would do both and that the study would examine opportunities within city limits. He identified Kimry and Linden parks as two specific parks that staff expects to include in the study.
The resolution to authorize the contract is scheduled for the board's next regular meeting; no protest or formal contract award was recorded at the agenda meeting.
