Referrals Committee sends circuit breaker housing proposal to finance committee for budget consideration

The Referrals Committee referred a proposed circuit breaker housing program to the Finance and Budget Committee with a recommendation that it be heard by the end of September so that financial implications can be incorporated into budget-season planning.

Eliza Robertson Young, chief legislative policy adviser, told the committee that the proposal had previously been sent to both the Finance and Budget and Human Services committees and then to the Housing and Community Development Committee (HCDC) to be folded into larger housing conversations. “The referrers have indicated that they would like to advance this soon to allow time to incorporate financial considerations for the program into the budget season discussions,” Robertson Young said. She also said the proposal “requires some work and coordination with external agencies including the Cook County assessor’s office.”

Committee members said there is urgency because residents are being displaced now and they did not want discussion of the circuit breaker to be delayed until longer-range strategic housing work. The committee voted 2–0 to refer the item to Finance and Budget with the September timeline recommendation.

The referral does not enact policy; it instructs that the proposal be scheduled for committee consideration so staff and committee members can review program details, financial impacts and external coordination needs prior to any decision.

The committee record shows the item will return to committee deliberations; no formal budget allocation or program adoption occurred at the June 23 meeting.
