The council approved the motion on a 5‑0 vote.
On sewer maintenance, staff described the city’s system of collector and main trunk lines and explained the city rotates cleaning (half the city one year, the other half the next). The three‑year emergency response and cleaning contract with Empire Pipe Cleaning was presented after a request for proposals; staff said they received only one bid and that small contract sizes sometimes limit vendor responses. The three‑year contract total is $288,000 and the council approved it by a five‑zero vote.
Staff noted that UNIX LLC and Empire Pipe Cleaning have performed prior work for the city and that both contracts are intended to preserve infrastructure and provide on‑call response.
