Villa Park council adopts housing element ordinances; will submit to state for certification

The Villa Park City Council gave final approval to two ordinances implementing the city’s housing element and authorized staff to submit the adopted documents to the State Department of Housing Community Development for certification.
A staff member told the council the ordinances mirror the version presented at the first reading in May and that the city had received a letter from the Kennedy Commission expressing concerns but not raising new legal issues. “There have been no changes since the last discussion last month,” the staff member said.
Staff said the housing element process began in 2019–2020 and that, if adopted, the ordinances would be transmitted to the state agency the next day. The staff member said the state typically takes about 60–90 days to respond, and that staff had been told Villa Park is statutorily compliant.
Councilwoman Miles asked whether a certified housing element would reset the statutory cycle; staff said the next RHNA/allocation and the next cycle begin based on the 2020 statutory timetable and that the next requirement will be due in 2029. The council voted to adopt the ordinances and send them to the state by a five‑zero vote.
Staff indicated the adopted ordinances and the Kennedy Commission letter are available for public inspection.
