Commissioners table $428,437 facilities-assessment contract after debate over local vendors and scope

The Brazos County Commissioners Court on June 24 tabled consideration of a $428,437 contract with VLK Architects to complete phase two of a county facilities assessment, voting 2-1 to postpone the item and request further discussion.

The proposed scope included condition and "envelope" assessments (roofs, walls) for the Brazos County Courthouse, the sheriff's administration building and 18 other county-owned facilities, with the stated intent of addressing deferred maintenance across the county.

One commissioner moved to table the contract and expressed concern about the consultant fee, asking why the county should pay $428,437 for outside consultants when county employees and local vendors might perform inspections. County staff and other commissioners countered that specialized assessments require expertise not available for all systems locally and that the proposed work had been procured by piggybacking on a College Station Independent School District solicitation, which the county may legally use to leverage existing pricing and timing. County staff said the timing mattered because the county is midstream in its deferred-maintenance program and budget planning, and that delaying could defer the ability to move from assessment to actual repairs in the next fiscal year.

A commissioner who supported tabling requested staff return with more detail focused on the envelope assessment portion (estimated at $214,000) because roofing and wall failures are the most urgent issues. After discussion the court voted to table the item; the audio records the vote as 2 in favor of tabling and 1 opposed.

No contract was executed at the meeting; staff said the county budget includes funds for deferred maintenance and that the work would be revisited in a future workshop or session.
