Commission recommends adding Nampa Fire Protection District CIP to comprehensive plan

The Nampa Planning and Zoning Commission on June 24 recommended that City Council approve a text amendment to the 2040 comprehensive plan to incorporate the Nampa Fire Protection District’s capital improvement plan (CIP) and to add language authorizing the city to collect fire-district development impact fees under an intergovernmental agreement.

Senior planner Brianna Sun presented the staff proposal, saying the amendment adds a new section to chapter 7 and updates appendix D to include the fire district’s CIP as Appendix D-1. Sun told the commission the change is required by Idaho law because any government entity that prepares a CIP must have that CIP included as an element of the jurisdiction’s comprehensive plan; staff received no agency comments and no public comments on the amendment.

“My name is Brianna Sun, senior planner with the planning and zoning department,” Sun said while outlining the proposed text changes and noting that the amendment identifies the city’s authority and intent to collect fire-district development impact fees under terms of an intergovernmental agreement. Staff recommended approval and provided proposed findings that the amendment supplies current, accurate information useful for emergency and development services planning.

A motion to recommend approval to City Council passed with the commission voting in favor and no opposition recorded on the motion. The recommendation will go to City Council for final action.
